Our Story
Our company was founded in January of 1995, by Flavil W. Phillips, Sr. It was his vision to build a company that would provide unprecedented customer service and superior quality.
For over 28 years we have continually provided quality construction services in Texas, Louisiana, Oklahoma, Arizona, Colorado and Tennessee. We will continue to set the industry standard for exceptional quality and service across the United States.

Flavil W. Phillips, Sr. – President of the General Partner
01/1995 – Present
Owner, and President of GP, of full service Construction Company specializing in superior workmanship and job quality. In addition to our standard projects, Bear Services, L.P. also engages in interior/exterior remodeling, and new construction of single story commercial buildings. Responsibilities include full hands-on working in field, estimating, job costing, budgeting, quality control, and office duties such as invoicing, final and follow-up paper work on all jobs, and overseeing accounts payable and receivable activities. Maintains current UST registrations and licenses.
01/1990 – 12/1994 Petro Chem Environmental Services, Inc. (A subsidiary of Diamond Shamrock, currently Valero Energy Corporation.)
01/1990 – 01/1994 Field Office Supervisor: Duties included supervision of all field crews, job costing, management, performance and quality, as well as adherence to all local and state regulatory official requirements, inspections, and permitting. Managed office personnel in job invoicing and accounts payable procedures.
01/1994 – 12/1994 Operations Supervisor: Managed all field operations of four field offices, including four field office supervisors, four field office coordinators, and 42 field employees. Duties included employee and customer relations, office budgeting, quality control, inventory, job costing and completion.
01/1986 – 12/1989 Prather Construction, Austin, TX
Job Superintendent: Duties included job costing, scheduling, performance, budgeting, and quality control. Duties also included city and state permitting, verification and adherence to local and state requirements and assurance of proper inspection, supervision and performance of steps necessary to complete assigned projects. Assigned projects mainly consisted of the complete construction of convenience stores for Diamond Shamrock, Circle K Corp., and Phillips 66.
Victor Saienni – Director of Operations
1/2000 – Present Bear Services, LP
Project Manager and Lead Estimator of full service construction company specializing in superior workmanship and job quality. Duties include hands on working in the field, scheduling equipment, subcontractors, and materials procurement. Assists in every aspect of construction activities to assure quality work is maintained for customers/clients. Other responsibilities include customer service, quality control, and on-site job safety. Maintains current UST registrations and licenses.
3/1997 – 12/1999 KMS Service & Construction Co., Inc.
Owner and Project Manager of small UST business. Duties included full hands on working in the field, supervising crews, and quality control. KMS subcontracted UST/AST work from larger scale UST companies that were unable to keep up with the demand of experienced TNRCC A/B licensed Site Supervisors. Some projects that KMS participated on included Texas Dept. of Transportation-Lubbock District (13 sites), and the Federal Aviation Administration (Remote Air Control Beacons).
10/1995 – 2/1997 C-Store Concepts, LLC
General Partner and Project Manager of a maintenance and repair service company, which had a customer base of 300 independent Convenience Retailers, and the City of Houston Fuel Dispenser Maintenance Contract. Duties included customer relations, supervising and scheduling construction crews and service technicians, estimating, and materials ordering.
3/1990 – 10/1995 Petro-Tech Constructors, Inc.
Project Manager and Estimator. Duties included scheduling, supervising, and job management for multiple field crews. Other responsibilities included estimating, customer/client relations, inventory control, and materials procurement. Major projects included United States Postal Service UST Upgrades – Houston Region, Houston ISD Remediation and Groundwater Project, City of Houston UST Project (Project included Houston Bush IAH Airport, Ellington Field, 17 Fire Stations, 9 Public Works Facilities), and Corp of Engineers – Air Force Academy Aviation Fuel and Emergency Generators Fuel Tank Upgrades.
Matthew Brock – Construction & Fuel Project Manager

Assists in all construction activities, including scheduling crews, purchasing materials, job site inspections, and Quality Control

Supervise and Install Underground Storage Tanks (fuel service stations)

Install, repair, and demolish Underground Storage Tanks (fuel service stations); plan, organize, direct activities concerned with the construction or maintenance of structures, facilities, or systems.
08/2005 – 08/2009 United States Navy
Corpsman – manage care of 43 Marines in Combat (Iraq 2006) and in country during training operations; maintain vehicles, medical, and communication equipment.
Licenses and Certifications: Iowa UST Installer, Nebraska UST Installer, Class A&B UST On-Site Supervisor, OSHA 40 hour, TCEQ UST Installation/Removal A&B.

Oversees 100% of all service call activity, training and support of all service techs, maintains parts inventory

Lead Service Technician – Program, install, trouble shoot, and repair Verifone (ruby), Gilbarco, MSI (tokhiem) point of sales, tank monitoring systems Veeder-Root, Beaubreau, Inco / Auto Stick, dispenser systems: Gilbarco, Takhiem, Dresser Wayne.
